What this means for drayage and intermodal fleets

Drayage operators and intermodal carriers face the most immediate impact. When cargo shifts between ports or arrives off-schedule, chassis utilization drops and repositioning costs climb. Fleets that run tight drayage loops between a single port and inland rail ramps lose efficiency when cargo diverts to alternate gateways.

Intermodal volumes have already shown strain. Universal Logistics posted a $13.1 million intermodal operating loss in Q1 as load volumes dropped 23 percent and per-load revenue fell 10 percent. Port volatility compounds that pressure by making it harder to predict where the next load originates.

LA-Long Beach truck dwell has held under three days for 15 straight months, but that stability may not extend to other gateways as cargo patterns shift. Port Houston saw container volumes drop 10 percent in April, with executives attributing the decline to timing shifts rather than permanent volume loss. When volumes swing month to month, fleets cannot reliably forecast truck utilization or driver schedules.

Chassis and equipment positioning

Chassis providers must reposition equipment to match shifting port volumes. When cargo moves from one gateway to another, chassis pools at the origin port grow while destination pools run short. Consolidated Chassis Management recently added a general counsel as its fleet expands, a signal that chassis providers expect continued volatility and the contract complexity that comes with it.

Fleets running their own chassis face higher repositioning costs when port volumes shift unpredictably. A chassis sitting idle at one terminal cannot serve a load at another without a repositioning move, and those moves rarely generate revenue.

Fuel and route economics

Supply chain volatility now occurs twice as often as it did before the pandemic, costing companies 5 to 10 percent of revenue as fleets reroute and expedite shipments. For truck operators, that means more empty miles, higher fuel burn per revenue load, and less predictable maintenance schedules when trucks run harder to meet shifted deadlines.

Natural gas fleets face particular risk. Dedicated routes and predictable drayage loops are where natural gas trucks pencil out, because fueling infrastructure is fixed and route deviation kills the economics. When port disruptions force route changes, natural gas operators lose the predictability that justifies the fuel system's upfront cost.

What fleets should watch

Port-volume reports and dwell-time data offer early warning of routing changes. When one gateway sees a sharp month-over-month drop and another sees a spike, cargo is shifting and truck routing will follow. Fleets that monitor these indicators can adjust chassis positioning and driver assignments before the disruption hits their dispatch board.

Tariff negotiations remain unresolved. Trade talks have floated a $30 billion tariff cut on noncritical goods, but no product list or timeline has been released. Until tariff policy stabilizes, cargo routing will remain unpredictable and port volumes will swing with each policy shift.

CEO confidence dropped 20 points in May, driven by supply-chain and energy concerns. That drop signals continued caution on capital spending, which may delay truck orders and slow the replacement cycle for aging drayage equipment.
